** CONSULTANCY TITLE: “CONSULTANCY TO DEVELOP THE STRATEGIC PLAN AND ADVOCACY PLAN 2018-2020 FOR ADOLESCENT AND YOUTH REFERENCE GROUP (AYRG)”** OVERALL OBJECTIVE:Under super vision of the Program Coordinator of the NGOCRC, the consultancy will focus on: - The purpose of this consultancy is to develop ARYG Strategic Plan 2018-2020 including the Advocacy Plan with the mission and mandate of AYRG. The strategic plan will provide realistic and practical goals, objectives, and strategies to structure the AYRG work with interactive participatory methodologies involving AYRG, child, adolescent and youth let groups and key stakeholders.** SPECIFIC OBJECTIVES:- To strengthen the functionality of AYRG to work effectively in dealing with Adolescent Issues with clear structure and mandate.- To provide direction to AYRG in working with other child, adolescent and youth led groups/networks effectively.- To build upon the sustainable of AYRG by mobilize the fund to operate and practice the roles and mandate to address the adolescent issues and promote their participation.** DELIVERABLES:- Submission of the 3-year Strategic Plan and Advocacy Plan 2018-2020 for AYRG in line with their mission and mandate of AYRG.- Submission of the operational plan and strategic framework with clear framework and targeted by year.- Submission of the dissemination workshop report on the 3-year Strategic Plan including the Advocacy Plan.** METHODOLOGY:The assignment is required to conduct certain methods as below:- Collect and conduct a review of guideline, manual and other good practices currently available on Children’s, Adolescent’s and Youth Participation, including government policies in place and other Strategic Plan and Advocacy Plan of Child, Adolescent and Youth Led Groups/Networks and NGOs and governments agencies.- Consultation Workshop: A one-day consultation workshop will conduct with children groups, children and youth networks, CSOs and government agencies to explore and mapping the existing approach and strategic in promoting Adolescent and Youth participation in policy dialogue and decision-making at deference level.- Focus Group Discussion with Child, Adolescent and Youth Led Groups/Networks at all level and other key stakeholders to indicate the strategic framework and approaches to promote Adolescent and Youth Participation as well as advocacy process to ensure the meaningful of Adolescent and Youth Participation.- Key Informant Interview with government body at national, NGOCRC’s members, CSOs working to promote children’s participation and other child, adolescent and youth led organization.- Conduct a national dissemination workshop: A half-day dissemination workshop will conduct with children groups, children and youth networks, CSOs and government agencies to disseminate the Strategic Plan and Advocacy Plan of AYRG.** The the Strategic Plan and Advocacy Plan of AYRG will be developed respectively for AYRG and other child, adolescent and youth led groups/networks’ members. The the Strategic Plan and Advocacy Plan of AYRG will have supplement and synergy with the existing strategic plan of child, adolescent and youth led groups/networks and adolescent and youth focus organizations.** SCOPE OF WORK:The design and implementation of the mapping the strategic and advocacy framework must also take into account and abide by key principles of the Convention on the Rights of the Children, General Comment No. 19 of the UNCRC and Children Friendly Manner.** Key mapping questions:- What are the current practices/programs promoting adolescent participation at difference level?- What are lesson learnt of with regard to good practices and programs adolescent and youth participation at difference level?- What are the key strengths and weakness of the current practices/programs promoting adolescent and youth participation?- What are the existing strategic plan and advocacy implemented to adolescent and youth participation at difference level? What are the key successes of those strategic plan and approaches?- What are recommendations for new innovations/strategies to promote adolescent and youth participation at difference level and develop the guiding manual on child participation to children?- It is proposed to start the work in Mid of September 2017, with the total consultancy 20 working days. It is strongly suggested to finalise it by End of October 2017.The main task of consultant:- Meet with NGOCRC’s Staff and task force team to prepare the mapping and collection (1 days)- Conduct Desk review and meet with NGOCRC’s Secretariat staff to prepare the mapping and manual development (3 days)- Meeting with relevant stakeholders (Adolescent and Youth Focus Organizations and Government) to explore the exiting strategic and approach in dealing with adolescent issues and promoting promote adolescent and youth participation.(3days)- Field Consultation with children, adolescent and youth leg groups/networks, CNCC, NGOCRC’s members, and other Adolescent and Youth Focus Organizations working on adolescent issues and to promote the Adolescent and Youth Participation to collect inputs and feedbacks on what knowledge about the Children’s Participation. (3 days)- Compile the strategic and advocacy framework. (2 days)- Conduct consultation workshop with Adolescent and Youth Focus Organizations, NGOCRC’s Secretariat staff, Adolescent and Youth and relevant ministries, international NGOs, UN Agencies working on adolescent issues and to promote Children’s Participation to feedback and comment the strategic and advocacy framework. (3 days)- Finalise the three-year strategic plan and advocacy plan in English and Khmer version including clear strategic framework and operation plan. (3 days)- Conduct a half-day dissemination workshop will conduct with children groups, children and youth networks, Adolescent and Youth Focus Organizations and government agencies to disseminate three-year strategic plan and advocacy plan. ** “MAPPING-OUT AND DEVELOPMENT OF THE GUIDE BOOK ON LIFE SKILL FOR ADOLESCENT AND YOUTH”** OVERALL OBJECTIVE:Under super vision of the Program Coordinator of the NGOCRC, the consultancy will focus on:- The objective of this consultancy is to map existing manual and materials, compile and adapt these into a guide book which will be used to equipping young people with life skills in order for them to understand who they are, appreciate where they are going and what challenges are along the way and consequently adopt positive behavior that will enable them to find joy in their lives as they mature.** SPECIFIC OBJECTIVES:- To map and analyse high quality and useful manual and education materials related to Life Skills for Adolescent and Youth.- To develop the guide book package (including supporting materials/tools and reference resources) and children friendly versions (Khmer and English) with clear definition, information, methodology, action orientated guide and supporting tools.
