** Duties of the candidates To support its long term strategy, “Teuk Saat 1001” is seeking for a Cambodian experimented in rural communities’ development with a strong understanding of business and finance issues to work as Area Operational Manager (Platform Manager) based in Kampong Cham Office where this position will be assigned the following responsibilities:** TEAM LEADING & MANAGEMENT- To implement the operation framework effectively : SIMS validation deadline, spot call follow up, clearance, face to face meeting, corrective action, site visit and monthly platform meeting- To allocate the responsibilities of each staff as set out in respective job descriptions- To set up annual platform work plan, individual staff work plan and KPIs for each staff under the platform- To prepare and implement monthly work plan of the platform staff (Adviser)aligned on the annual KPIs- To lead a monthly meeting with the platform team and support department- To adjust and take suitable decision/action when problems occur- To ensure the monthly face to face meeting with adviser done effectively and report- To facilitate technical support to staff, in coordination of other department (water quality, technique, marketing, finance, academy) as necessary- To ensure all TS 1001 policies and procedures are adhered to staffs- To conduct semi and annual staff appraisal in order to ensure the follow-up of the staff performance, according the KPIs** SITE MANAGEMENT- Financial sustainability of the sites1. To analyze the financial situation of each station & take decision2. To ensure financial policy and process of the operation are implemented properly3. To collect monthly AF / debt repayment / loan recover according to the annual plan & process- Production performance of the site1. To ensure a portfolio of site according to the strategic plan of TS1001 (65% of Tier 1, 35% of Tier 2 and 10% of Tier 3)2. To coordinate technical support to the station, with the other department (water quality, technique, marketing, finance, academy) as necessary3. To develop annual sales plan for all the sites4. To implement sites strategy to improve the production/ sales/ delivery performance of each site- Station & partners management1. To ensure each partners are involved and supported the development of the sites (entrepreneurs, local authorities, communities)2. To adjust and take suitable decision/action when problems occur** ACCOUNTING AND FINANCIAL MANAGEMENT- To prepare annual platform budget and monthly cash for cast- To monitor the monthly expenditures according to each budget line- To ensure TS1001 financial policy, procedure and process are applied- To participate to the reports for donors or the Board of Directors.- To Follow up stock & prepare purchasing request according to the platform needs- REPORTING & COMMUNICATION- To report directly to Operation Director and work closely to all support departments- To prepare and submit:1. Monthly and annual work plan, tracking report & budget plan to Operation Director and HR Director, on time2. Monthly management priority to 1001 Fontanels & Operation director3. Monthly meeting minute to line management4. Weekly technique / water quality report to Operation director5. Monthly flash report (by 4th of month) to Operation director6. Monthly face to face report (by 16h of month) to Operations director- To coordinate with head office of Teuk Saat NGO and 1001 fontanels NGO- To participate to Line management meeting of TS1001
